看不懂這是什麼意思？
我是同時註冊兩個帳號的
不同的是，一個選地點在台灣，一個選地點在荷蘭
到現在為止兩帳號互轉沒被扣過手續費
但曾經有一次一個朋友用美國帳戶轉到我歐洲帳戶
似乎被扣了3.9%，那時我以為是不是因為她使用信用卡
沒有去想信用卡的手續費多少就收了，現在對不起來
且時日久遠，我現在也查不到了
我覺得問題可能是，台灣不被承認為一個國家
所以選註冊地點在台灣，且用台灣信用卡認證的
變成灰色地帶（因為台灣銀行不能認證）
但是用美國銀行認證的，被認為是美國帳戶
也就是說，paypal所說的國家，應是以哪國銀行認證為主
美國帳戶->荷蘭帳戶 跨國 扣手續費
台灣帳戶->美國帳戶 國內
台灣帳戶->荷蘭帳戶 國內
這樣的話，有人會被扣手續費就可以理解了
以上僅是猜測，請大家驗證一下好了
