[問題] paypal問題一問

本人1月中在ebay得標一項商品，得標後也立即付款，因為當時台灣要過新年了，所以就付了國際快捷的運費，請賣方趕快寄出，希望能趕在農曆過年前收到商品，大約過了一星期後我還沒有收到商品，於是寫信詢問賣家商品是否已經寄出了，但賣方卻回信說錢被 paypal hold住，必須等錢入他的帳戶他才會將商品寄出，但是我依據他給我的回文必須等 21天錢才會入他的帳戶，就是說賣家要二月初才會將商品寄出。我用Paypal交易這麼多次了，不論是當買方或賣方也從來沒有遇到這種狀況。請問版上的大大有人有碰過這種情形嗎？我應該開dispute 嗎？因為賣家的評價有點少，所以心裡有點怕怕的，所以想請教版上的大大如何處理？謝謝！！ --------------------------------- 以下是賣方的回應文: Ya paypal still has it on hold..
