我覺得這問題看起來是paypal無法根據你朋友提供的資料做確認
要檢查一下:
銀行名字
帳戶持有人名字
routing number
account number
因為資料核對不起來,所以paypal無法存兩筆小錢進你朋友的銀行帳戶
若無法存兩筆小錢進去,就不能完成認證
我覺得銀行的大小規模不是問題
再小的銀行只要資料正確一樣可以跨行轉帳進去
我覺得是你朋友有些資料輸入錯誤可能性比較大
要注意的是,若你朋友的銀行帳戶是online savings account
或是onine checking account
可能routing number要電話去問銀行的客服確認
像我有HSBC的online savings account, 電話客服給我兩種routing number
用途不同
對了,最近HSBC online savings的利率漲到6%的樣子,有閒錢的可以去申請一個
介面不如ING安泰的orange savings 好用,
HSBC介面很囉唆,但是她家的利率一直都很好,應該有業界前三名吧
