[問題] paypal收款有上限嗎???

我收到網友轉的帳款沒想到paypal帳戶告訴我我已經超過了帳戶收款上限(我是個人帳戶) 要我升級才能夠收錢可是升級後.要付手續費給paypal 當然不願意現在問題來了我想把錢退給該網友可是不論我怎麼按deny 網頁只出現這個訊息 Accept Credit or Debit Card Payments -------------------------------------------------------------------------------- The ability to accept payments to a Personal account is limited.
